Terms of Service

Remote Resource and Infrastructure Monitoring System

These Terms of Service ("Terms") constitute a legally binding agreement between you ("User") and the Government of Nepal, Ministry of Physical Infrastructure and Transport ("Ministry"), governing your access to and use of the RRIMS platform (Remote Resource and Infrastructure Monitoring System).

By creating an account or using RRIMS, you acknowledge that you have read, understood, and agree to be bound by these Terms.

1. Definitions

  • "Platform" means the RRIMS mobile application, web portal, and associated APIs.
  • "User" means any individual who registers for or uses the Platform.
  • "Content" means any data, text, images, audio, video, or files submitted through the Platform.
  • "Authorized Personnel" means government officers, engineers, and administrators assigned roles within RRIMS.

2. Service Purpose and Scope

RRIMS is an official government digital service for reporting, tracking, verifying, coordinating, and monitoring road and infrastructure issues across Nepal. The Platform supports citizen engagement, field engineering workflows, government oversight, emergency response, and public accountability.

3. Eligibility and Registration

  • Users must be at least 16 years of age and legally competent to enter agreements.
  • Registration requires valid citizenship identification, mobile phone verification, and accurate personal information.
  • Government personnel accounts require administrative approval and role assignment.
  • Users must maintain the security of their credentials; sharing accounts is prohibited.

4. Identity Verification (KYC)

Citizens must upload a valid Nepal citizenship card during registration. This document is used solely for identity verification purposes and is stored securely in compliance with Nepal's Individual Privacy Act, 2075. Accounts may remain in PENDING status until verification is completed by authorized administrators.

5. Acceptable Use Policy

Users must NOT:

  • Submit false, misleading, fraudulent, or malicious reports.
  • Attempt unauthorized access to other users' data, administrative functions, or system resources.
  • Upload content that is illegal, defamatory, threatening, obscene, or infringes intellectual property rights.
  • Reverse engineer, decompile, or attempt to extract source code from the Platform.
  • Use automated tools (bots, scrapers) to access the Platform without written authorization.
  • Interfere with Platform operations, overload servers, or exploit vulnerabilities.
  • Impersonate government officials or other users.

6. User Content and Intellectual Property

  • Users retain ownership of original content they submit but grant the Government a perpetual, irrevocable, royalty-free license to use, reproduce, modify, and distribute such content for public service purposes.
  • Infrastructure reports become part of the official public record upon verification.
  • The Platform, its design, logos, and software are the intellectual property of the Government of Nepal.

7. Government Rights and Administrative Controls

  • Administrators may approve, suspend, restrict, or terminate any account without prior notice for policy violations.
  • Reports may be verified, rejected, reassigned, escalated, or archived by authorized personnel.
  • The Ministry reserves the right to modify features, APIs, or access levels for security or operational reasons.
  • SUPER_ADMIN role holders have unrestricted access to all Platform functions and data.

8. Service Availability

RRIMS is provided on an "as-is" and "as-available" basis. While we strive for 99.5% uptime, the Ministry does not guarantee uninterrupted service. Scheduled maintenance, emergency patches, and force majeure events may cause temporary unavailability.

9. Limitation of Liability

  • The Ministry is not liable for indirect, incidental, or consequential damages arising from Platform use.
  • Submission of a report does not guarantee immediate action, repair, or resolution.
  • The Platform is a coordination tool; emergency situations should also be reported to local emergency services.

10. Indemnification

Users agree to indemnify and hold harmless the Government of Nepal from claims, damages, or expenses arising from their misuse of the Platform, violation of these Terms, or infringement of third-party rights.

11. Account Termination

  • Users may request account deletion through the app settings or by contacting support.
  • The Ministry may terminate accounts for violations, inactivity (>365 days), or administrative directive.
  • Upon termination, personal data is handled per the Data Retention section of the Privacy Policy.

12. Governing Law and Dispute Resolution

These Terms are governed by the laws of Nepal. Disputes shall first be resolved through mediation. If mediation fails, disputes shall be submitted to the jurisdiction of the District Court, Kathmandu, Nepal.

13. Amendments

The Ministry may amend these Terms at any time. Material changes will be notified via in-app notification at least 14 days before taking effect. Continued use after the effective date constitutes acceptance.
